Canada updates France travel advisory ahead of planned demonstrations

PARIS — Canadian travellers heading to France are being warned of planned demonstrations that could disrupt transportation and public services in several cities.

In its travel advisory updated Oct. 28, 2026, the Government of Canada says large-scale demonstrations have taken place across France since late September, with further protests planned for Oct. 31 and Nov. 5.

France remains under an “exercise a high degree of caution” advisory due to the threat of terrorism. The government warns that security measures, including partial or localized curfews, may be imposed at short notice. Security forces may also use crowd-control measures, including tear gas, to disperse crowds.

Demonstrations could disrupt public services and transportation before, during and after they take place. The advisory also cautions that even peaceful demonstrations can turn violent at any time.

Advice for travellers

The Government of Canada recommends that travellers:

  • Avoid areas where demonstrations are taking place.
  • Monitor local media for the latest information.
  • Follow instructions from local authorities, including curfew orders.
  • Be prepared to adjust travel plans if disruptions occur.
  • Expect heightened security measures and an increased police presence.

The advisory notes that demonstrations occur frequently in France. While they are usually planned, unauthorized and spontaneous gatherings also take place. Some radical activists and vandals have used aggressive tactics during demonstrations, including throwing stones, smoke grenades, bottles and other debris. Police normally respond with tear gas to disperse crowds.

Terrorism threat remains

The Government of Canada also warns of a terrorism threat across Europe, noting that attacks have occurred in several European cities, including France, and that additional attacks can occur.

Potential targets include government buildings, schools and universities, places of worship, cultural venues, airports and other transportation hubs. Public areas and tourist attractions, particularly in Paris, may also be targets, including restaurants, bars, coffee shops, shopping centres, markets and hotels.

Travellers are advised to remain aware of their surroundings in public places and exercise particular vigilance during sporting events, public celebrations, major political events and religious holidays.

France’s security measures include the Vigipirate plan, under which the government maintains a three-level public alert system for terrorism. The current level is 2, described as “vigilance renforcée” or “enhanced vigilance.” Operation Sentinelle also involves police, gendarmes and military units deployed in public areas that could be targeted by terrorists.

The Government of Canada advises travellers to expect heightened security measures, including increased police presence and additional scrutiny from security forces.
