Hawaii governor receives HTA board’s resignations

HONOLULU — Hawaii’s Governor has received the resignations of the Hawaii Tourism Authority board.

“As of July 1, 2025, the Office of the Governor has received all the courtesy resignations from HTA board members as requested by Governor Green, given the new role of HTA as an advisory board,” according to a statement sent to Travelweek from the Office of Hawai‘i Governor Josh Green, M.D.

As reported earlier, last month Hawaii News Now said Gov. Green planned to ask for “courtesy resignations from the entire board,” according to an earlier statement. “Because the responsibilities of the board have changed to an advisory role, he feels it best to start with a clean slate.”

In May 2025 Gov. Green signed Bill 1571 into law, shifting the HTA board to an advisory role.

According to the Hawaii Tribune Herald, the move puts decision-making powers for the HTA’s budget into the hands of the state Department of Business Economic Development and Tourism.

Two hires in April 2025 saw the appointment of Isaac Choy to the position of Acting Chief Administrative Officer (CAO) for the HTA. In May 2025 the HTA’s Interim President and CEO Caroline Anderson said Choy had been placed on leave at the direction of the Department of the Attorney General and the Department of Human Resources Development pending the outcome of an ongoing investigation.

“We remain committed to ensuring the well-being of our dedicated staff and maintaining a safe, respectful and transparent workplace. HTA will stay focused on our important work of uplifting Hawai‘i’s communities and supporting our visitor industry,” said Anderson in a statement posted in May 2025 on the HTA site.
